What Is BridgeUSA? (And Why Structure Matters)

Created by Congress in 1961, BridgeUSA builds bridges between nations by bringing more than 300,000 young leaders each year to live, work, and learn in the United States through transformational cultural and professional exchanges.  

Two of those programs – BridgeUSA Intern and Trainee – allow entry-level and early-career professionals a chance to build their skill set in an exciting setting.

Overseen and regulated by the U.S. Department of State, BridgeUSA programs exist to promote public diplomacy through cultural exchange, making America safer, stronger, and more prosperous.

Sponsorship Is the First Layer of Employer Protection

The State Department designates private organizations – aka sponsors – to implement the BridgeUSA programs.

Sponsors authorize exchange visitors for their J-1 visa, issue a DS-2019 form, screen applicants for eligibility, and provide support throughout their stay to ensure J-1 intern and trainee compliance with U.S. regulations.

Sponsors include organizations like CIEE: Council on International Educational Exchange, the largest and longest-serving BridgeUSA sponsor. CIEE BridgeUSA welcomes over 30,000 participants annually through more than 4,000 U.S. employers each year.

Built-In Compliance Safeguards for Employers

Of course, with Department of State oversight, there are strict regulations around BridgeUSA programs. These BridgeUSA Intern and Trainee statutes are how BridgeUSA protects employers (and participants).

1. Talent That Meets (and Exceeds) Requirements

2. Training That Follows the Plan

Employers work with their sponsor to create a training plan, known formally as the DS-7002. Both the host and the participant will then agree to the plan to ensure it meets everyone’s needs.

Sponsor obligations include ensuring that interns obtain skills, knowledge, and competencies through activities such as:

  • On-the-job training
  • Rotation through departments
  • Seminars
  • Classroom training
  • Attendance at conferences
  • Any other learning and cultural activities

3. Resources That Advance Learning

The largest part of the DS-7002 form is the training plan itself, which includes sections like goals and objectives, how training will be taught, and how skill acquisition will be measured.

Because of the BridgeUSA employer protections in place, employers, interns, and sponsors all know exactly what’s needed before arrival.

This means tools, tech, and workspace are ready on day one – without delays.

Ongoing Monitoring and Oversight

BridgeUSA requirements also include monitoring by the sponsor. Completing internship evaluations ensures that the training plan is being adhered to.

This includes:

  • For programs longer than 6 months, midpoint and concluding evaluations are required.
  • For programs less than 6 months, concluding evaluations are required.

Immediate supervisors must also sign off on the evaluation forms, ensuring that the participant, host, and sponsor are all on the right path and remaining within J-1 intern trainee compliance.
