What Employers Should Know About Working with a U.S. Department of State-Designated J-1 Sponsor

Work Exchanges

Bringing international talent into your workplace through authorized exchange visitor programs can be a smart move. But first, ask yourself: Is this J‑1 visa sponsor designated by the U.S. Department of State?

That designation isn’t just a technicality. It determines who is legally responsible for the program, how participants are supported, and how much risk employers assume.

Learn more about what a Department of State‑designated J‑1 sponsor does, why it matters to employers, and how it helps ensure a compliant, well‑managed exchange experience.

What Does It Mean to Be Designated by the U.S. Department of State?

The CIEE/Department of State designation means the organization is formally authorized by the U.S. government to run BridgeUSA exchange visitor programs. Only a select group of sponsors meets the federal requirements to hold this designation.

Not only does it signal trust, legitimacy, and ongoing government oversight, but participants and host employers can have confidence knowing that programs are compliant, well‑managed, and built around participant well-being.

Why Department of State Oversight Matters

The benefits of having State Department oversight in BridgeUSA programs include:

  1. National standards and oversight to ensure programs are ethical, transparent, and exchange focused
  2. Independent accountability for sponsors, with monitoring and enforcement to protect program integrity
  3. Built‑in participant protections, including required support, monitoring, and emergency response
  4. A guaranteed focus on cultural exchange, not just temporary work or travel

What Standards J-1 Visa Sponsors Must Meet

Because designated sponsors like CIEE are experts in J-1 visa employer compliance, you gain a trusted partner dedicated to keeping your program compliant from start to finish. Your sponsor supports both you and your participant by ensuring all paperwork is completed accurately, deadlines are met, and compliance requirements are maintained throughout the entire program.

To administer State Department-designated BridgeUSA programs, sponsors are required to:

  • Comply with all local, state, federal, and professional requirements applicable to the program category and to the activity for which they are designated.
  • Determine the suitability of their program for prospective participants and ensure participants have sufficient proficiency in the English language.
  • Appoint adequate staff and support services with appropriate qualifications and training.
  • Require that their participants have insurance during the time they’re in the program.
  • Offer appropriate orientation for all exchange visitors.
  • Monitor their participants' welfare and progress and ensure that their activities are consistent with the category indicated on the Form DS-2019 (aka the Certificate of Eligibility for Exchange Visitor Status).
  • Submit an annual report to the Department of State.

Failure to follow BridgeUSA sponsor regulations can result in suspension or termination of the organization’s designation through the State Department. Learn more about what J-1 visa sponsor requirements involve.

The Risks of Working with Unauthorized or Non-Compliant Sponsors

You’ll definitely find CIEE on the official list of designated sponsor organizations. But in your research, you may come across an organization that notes itself as a designated sponsor, yet isn’t on the State Department list. Working with an unauthorized sponsor can put both you and your participant at risk for program invalidation.

Other risks employers and participants could experience include:

  1. Putting participants’ visa status at risk
  2. No government oversight or accountability if something goes wrong
  3. Limited or no protections for participants, including support in emergencies
  4. Greater risk of noncompliant placements that prioritize labor over exchange
  5. Unclear responsibilities, leaving hosts and participants without a reliable point of contact
  6. Potential program disruption, including early endings or visa complications
  7. Little to no structured support for employers or participants to manage issues that arise during the program

CIEE’s History and Role as a Trusted Sponsor

In 1969, CIEE was the first organization designated by the State Department to become a BridgeUSA sponsor for the exchange visitor program, bringing foreign students to America for cultural exchange.

As a nonprofit, it advances meaningful cultural exchange across all 50 states, connecting individuals from over 140 countries with authentic American experiences. Today, more than 4,000 U.S. employers trust CIEE annually to deliver reliable, high-quality talent and program support.

Its mission is to help people gain understanding, acquire knowledge, and develop skills for living in a globally interdependent and culturally diverse world.
