Department of State (DOS)

The Future Leaders Exchange (FLEX) was established in 1992 as the centerpiece of the NIS Secondary School Initiative with FREEDOM Support Act funding from the State Department and USAID. The Bureau of Educational and Cultural Affairs (ECA) of the U.S. Department of State fosters mutual understanding between the people of the United States and the people of other countries around the world. The Department of State awards grants for school and host family placement and overall student monitoring to private U.S. organizations, one of which is Council on International Educational Exchange (CIEE).
